This study examined the use of data from a transparency portal in media coverage of a high-profile case of alleged public procurement irregularities in Spain. Access to Twitter API was used to identify relevant URLs related to this issue. It was found that direct links to a portal were of low relevance, and most of the linked documents did not even mention the availability of data from a portal. Qualitative analysis revealed that the most frequent topics were the use of portal data as an authoritative argument to endorse information, the statement that the portal did not contain sufficient information for journalistic purposes, and the absence of data on third parties involved in public procurement. It is recommended that governments promote the existence of Portals and make media outlets aware that providing links to original data is beneficial for their reporting. In addition, linked open data should be used to ensure accuracy and transparency.

La divulgación de información pública por parte de los gobiernos y administraciones resulta de manera general excesivamente técnica quedando fuera del alcance y comprensión de la mayor parte de la ciudadanía ante la que deben rendir cuentas e integrar en sus procesos participativos. Los avances en las políticas de datos abiertos han tratado de reducir esta asimetría, y si bien lo han conseguido en cantidad de datos divulgados no ha sido así en alcance ciudadano. Estudiamos el caso de los datos presupuestarios y las dos principales herramientas de visualización gráfica cuya intención es cerrar esta brecha. Mediante cuestionario respondido por sus responsables en 34 administraciones españolas, tratamos de encontrar respuesta a las principales cuestiones relacionadas con su adopción y uso. Impulso político o consensuado con técnicos, proactividad antes que cumplimiento de normativas de transparencia, desenfoque a la hora de fijar un público objetivo, usos adicionales a los teóricamente esperados y problemas de gobernanza en su operativa son los principales resultados obtenidos.

The dissemination of public information by governments and administrations is generally too technical and beyond the reach and understanding of most of the citizens to whom they must be accountable and involve in their participatory processes. Progress in open data policies has sought to reduce this asymmetry, and while this has been achieved in terms of the amount of data disclosed, it has not been so in terms of citizen coverage. We studied the case of budget data and the two main graphic visualization tools intended to close this gap. By means of a questionnaire answered by their managers in 34 Spanish public administrations, we try to find answers to the main questions related to their adoption and use. The technical efficiency of small firms is central to the debate about the role of small-scale industries in generating growth and employment in developing economies. Some studies find small firms to be more efficient than large firms in some industrial sectors but not in others, while other studies find them to be less efficient overall. This paper focuses on agricultural enterprises in the northern part of Spain. It compares the distributions of efficiency and identifies most important correlates. It can have important implications for political decisions because this mixed evidence sends conflicting signals to policy makers. It also studies the variation across the two principal forms of business organization focused on ownership, cooperative and corporate firms. Variation in the efficiency may take place between firms that are organised in different ways and result in changes from one form of business organisation to another. This analysis allows us to know what firms are most efficient in the sector considered. Non-parametrical techniques are used in the analysis, concretely Data Envelopment Analysis (DEA). Highly efficient firms have distinct characteristics that distinguish them from inefficient firms: investments in technology, workforce, automation, organizational practices. . .
